In 1890 Hong Yeng Chang was denied a law license in California because he was a native of China. Now, University of California-Davis law students and professors are applying for a law license on Chang’s behalf. California has not given a posthumous law license before, and the State Bar of California does not know how the Committee of Bar Examiners will treat the application. The license decision will be made in June. Two states, Pennsylvania and Washington, have given similar law licenses in response to past denial based on discrimination.
