The Pennsylvania Department of Treasury’s Bureau of Unclaimed Property began a project in 2013 to find the owners or their heirs of military medals that were received by the department from various sources including hospitals and financial institutions. The treasury department is still actively trying to find the rightful owners of the medals that date back to the Vietnam War and even some from the Civil War. The Treasury’s database of unclaimed property can be searched here.
